ROLE PURPOSE

The aim is to state the overall significance of the job from the organization’s perspective.

This role exists to find growth for government. through a government agency and sector by overseeing and identifying where that agency can grow – in new revenue and in the overall maturity of its industry. Diagnosing the sector's current state with field-grade evidence, benchmark it against regional and global peers, and pinpoint the opportunities worth pursuing. Then carry those opportunities through the Growth Unit's methodology – including opportunity-generation camps with agencies and experts, business casing, and demand validation – until each one is evidenced, owned, and moving. The outcome would be a concrete growth for Elm's government partners and new revenue for the company.

Key Accountabilities

Key Activities

  1. Sector & Agency Diagnosis
  • Assess the agency's mandate, operating and revenue model, and the sector it regulates or serves.
  • Build first-hand, field-grade evidence of the current state and benchmark against regional and global peers.
  • Locate maturity gaps and potential growth opportunities.
  1. Revenue Growth Identification

 

  • Pinpoint where the agency can grow revenue: new or expanded digital services, data and platform monetization, fee and pricing models, commercial arms, and partnership/PPP structures.
  • Size each opportunity and define its path to execution.
  1. Industry Maturity & Market Development
  • Identify where the sector itself can be raised: digitizing the value chain, enabling private-sector participation, standards and licensing procedures, and ecosystem development.
  • Define Elm's role in enabling that uplift.
  1. Growth Camps & Opportunity Generation
  • Contribute to the design and delivery of the Unit's growth camps: shape the agency's growth question and feed in the diagnostic evidence.
  • Work alongside recruited experts and embedded agency stakeholders during the camp delivery.
  • Ensure camp outputs meet a high standard that enables meaningful opportunities to emerge.
  1. Business Case & Recommendations
  • Build robust business cases covering opportunity sizing, commercial modeling, and feasibility.
  •  Make clear pursue / hold / pass recommendations and defend them before the agency and Elm leadership.
  • Ensure every opportunity leaves with a named owner and a path.
  1. Validation & Experimentation
  • Pressure-test critical assumptions through lean experiments such as landing pages, pricing tests, and concierge pilots.
  • Review results and recommend scale.
  1. Executive & Government Stakeholder Engagement
  • Manage senior agency relationships across the full cycle.
  • Run diagnostic sessions and workshops; align decision-makers around the evidence.
  • Sustain momentum after the camp ends.
  1. Insight, Reporting & Decision Support
  • Deliver executive-ready sector analysis and portfolio outcomes.
  • Define and monitor metrics that would impact decisions. 
  1. Policies, Processes & Procedures
  • Follow all relevant departmental policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.
  • Comply with all relevant safety, quality and environmental management policies, procedures and controls to ensure a healthy and safe work environment.
  1. Information Security
  • Comply with all relevant information security practices and standards to ensure data integrity and confidentiality.

 

 

JOB SPECIFICATIONS

Academic and professional qualifications

  • Bachelor's degree in Engineering, Economics, Finance, Business Administration, Public Policy, or a related field.

Years and Nature of Experience

  • 4–6 years of relevant experience in management consulting, corporate or government strategy, sector development, or public-sector advisory.
  • Demonstrated record of diagnosing sectors or organizations and identifying revenue-growth and market-development opportunities.
  • Experience facilitating intensive formats (camps, sprints, accelerator cohorts) with senior stakeholders.
  • Saudi public-sector or Vision 2030 exposure is strongly preferred.
